Acts 1:12 - 13 says 'Then they returned to Jerusalem from the hill called the Mount of Olives, a Sabbath day's walk from the city. When they arrived, they went upstairs to the room where they were staying'
After Jesus ascended, these apostles had been left alone. Till Jesus was with them, they did not lack anything. They were not worried as well about anything. Anywhere they went along with Jesus, they should have enjoyed the days to the full extent. But now the God the apostles loved most has gone to Heaven, they should have felt the loneliness. They might have feared about their future, living, Jews, Roman government and so on.
But yet, amazingly, no one among the 11 were thinking to go back. Though they had the option to go back, because Jesus Christ had commanded them not to leave Jerusalem, they were staying back.
If you read scriptures closely, Jesus did not give them the blue print about their future but He has promised one thing, that is the Holy Spirit. They were holding on to this promise and continued in Prayer for further guidance.
The scripture says there were together and constantly praying. Only after that God has used apostles to proclaim the good news boldly. God expects the same thing today as well.
